Congress was meant to be public service, not a permanent way of life. But when there is no limit on terms, the perks and privileges of Washington can become part of the routine, and some lawmakers retire in spirit long before they retire from office. Term limits help keep service temporary and accountable.

The longer lawmakers stay in Washington, the more time special interests have to build relationships and influence around them. And those relationships can become valuable to lawmakers too, expanding the networks and access that come with years in office. Congressional term limits would bring regular turnover and make entrenched influence harder to build on both sides.

When 19-year-old Gregory Watson wrote a college term paper arguing that a forgotten 1789 amendment could still be ratified, his professor gave him a "C" and told him it was impossible.

He didn't listen.

Long before social media or the internet, Watson launched a relentless, self-funded campaign. Over 200 years after James Madison introduced it, the measure crossed the finish line to become the 27th Amendment.

His school many years later changed his grade from a C to an A.
