Due to the intense rain this morning (8/3/26) the DPW has determine that there is a partial roadway collapse and culvert failure on North Branch Parkway between Sunrise Terrace and North Brook Road.

That section of roadway will remain closed until further notice.

Please be aware of the notice below from the Springfield Water and Sewer Commission.

State Street Sewer Pipe Improvement Project

On behalf of the Springfield Water and Sewer Commission, Baltazar Contractors, Inc., will be performing sewer pipe repairs on State Street, from Main Street to Dwight Street. Construction is scheduled to start on Monday, July 27, 2026, and continue for approximately six weeks. Typical construction hours are 7 AM-4 PM.

During the project State Street, between Main Street and Dwight Street, will be reduced to one lane in each direction. Traffic will be managed with posted signs, barriers, and police details. On-street parking in this section of State Street will also be restricted. This traffic pattern will be in place for the duration of the project.

The repairs are being completed as part of prioritized upgrades to the sewer system. The sewer pipes in this area date back to 1883 and are part of a critical section of the sewer system. The repairs will help ensure resiliency and reliability of the sewer infrastructure in the downtown area.

The Commission appreciates the patience of residents, businesses, pedestrians, and drivers while this important work is performed. The Department of Public Works Solid Waste Division wishes to inform the residents of Springfield who have municipal trash, recycling and yard waste collection that this week, June 30th through July 3, 2026, collection will begin earlier in the morning due to the predicted extreme heat.

Please have your trash and recycling carts on the curb no later than 4:00 a.m. for pick-up on Tuesday, June 30th through Friday, July 3, 2026.

Those residents that have scheduled bulk collection are to have the items curbside at 4:00 a.m. as well.

Please note that collection is not impacted by the 4th of July Holiday this week. Although City Hall and Municipal Buildings are closed Friday, July 3, 2026 for the holiday, solid waste collection will continue. For those with Friday trash day, please also make sure to have trash and recycling carts on the curb no later than 4:00 a.m.

***HOLIDAY TRASH COLLECTION NOTICE***

The Department of Public Works will be collecting trash, recycling and yard waste as scheduled on Friday, June 19, 2026 (Juneteenth) and Friday, July 3, 2026 (4th of July City Holiday). Please make sure all items are placed curbside by 6:00 am.

The City of Springfield is improving the intersection of Belmont Avenue & Woodlawn Street this summer with safety treatments for residents of the area as well as the students at Washington Street School.

Grant funding for this project has been provided by MassDOT. As part of a state-wide study, MassDOT is gathering information on pre and post construction conditions. Before construction begins, the City of Springfield and MassDOT want to hear about your experience traveling near this location.

From time to time, the City of Springfield received notices from the DEP regarding various issues associated with the disposal of waste.

The latest notices received that are pictured below, show how items can be identified for donation to an entity, and how and what items can be recycled, reused, placed in compost piles and what should be thrown away.

Department of Public Works Mobile Food Truck
Ordinance Modification Notice

Please be aware that the Springfield City Council recently updated a City Ordinance regarding the operation of Mobile Food Trucks.

Beginning July 1, 2026, every Mobile Food Truck operating in the City of Springfield on public or private property will be required to obtain a permit through the Department of Public Works. In order to obtain the necessary permit, please contact the DPW’s Permit Coordinator at 787-6584. The full ordinance is located within Chapter 279 “Peddling and Soliciting”, and can be found on-line within the City’s Ordinances.

Some of the highlights of the Ordinance include:
• Permits are $125 for one-year
• Hours of operation are 6:00 am to 11:00 pm
• No more than 2 food trucks allowed on one parcel
• Cannot operate within 500’ of any “brick and mortar” restaurant location
• Cannot operate within 100’ of any residentially zone or residential use property
• No mobile food truck can operate within 100’ of any fuel dispenser
• Permit must be displayed at all times
• If operating on private property must have the written approval of the property owner
• If located on private property, there must be a buffer area from the City sidewalk and property lines in accordance with zoning.
• Trucks located on private property must comply with all zoning rules and regulations.

***Update on the West Street Bridge***

As everyone is aware, the West Street Bridge has been closed to traffic since late last summer, August 2025. Since that time, in conjunction with MassDOT, the City of Springfield has completed numerous inspections and completed preliminary project scoping for the repairs to the bridge, in order to get the bridge back open to traffic. The bridge is jointly owned by the City of Springfield and the Town of Ludlow.

As part of the overall coordination with MassDOT, it has been determined that the Putts Bridge (Route 21 – Parker Street) is in the early design process by MassDOT, for a full replacement of the bridge over the Chicopee River. An exact schedule is unknow at this time but it is anticipated that work would start in 2028-2029.

It is the opinion of the City of Springfield and MassDOT, that the West Street Bridge, due to its age and condition will eventually need to be fully replaced. That replacement process through MassDOT will take years to complete, therefore the needed repairs to the West Street Bridge need to be longer term in order to support the traffic that may be detoured as part of the future Putts Bridge project, and until a new bridge can be put in place at the West Street site.

As part of the analysis of the issues occurring at the West Street Bridge, there were a number of “quick fixes” that were considered, however, based upon the need to have the bridge open and in acceptable condition while the construction of the Putts Bridge takes place became the deciding factor and the design scope needed to be increased. All involved parties are trying to avoid multiple openings / closings with “quick fix” options.

At the beginning of May 2026, the City and its designers met with MassDOT to present the proposed more in depth repair options. In general, the concepts for repairs were agreed upon by MassDOT and the City then engaged our design consultant to begin the design, which is ongoing now.

Once the design is complete, it will need to be submitted to MassDOT for approval through their Chapter 85 process. Once it is approved, the City of Springfield will then put the project out to bid. The City will need to coordinate with the Town of Ludlow as the bridge has “joint ownership” and each community with have some level of financial responsibility.

Springfield DPW Director, Christopher Cignoli, P.E., stated, “We know that the closure of the West Street Bridge has resulted in a major impact to the public, however, due to the condition of the structure, and the future planned work on the Putts Bridge project, all involved parties wanted to make sure that the repairs were longer term that what was originally identified. As we have more information of the exact schedule we will share it with the public”.

While no exact schedule can be shared at this time, it is the intent of the City to have the repairs completed this calendar year, and have the bridge re-opened to full traffic.

The City of Springfield welcomes the 4th Annual Ironman this Sunday, June 7, 2026!!!

This weekend, the City of Springfield, along with numerous other Western Mass. communities, welcome the Ironman to the City of Springfield. Residents and visitors should be aware of impacts / closure of various roadways throughout the City, especially on Sunday, June 7, 2026.

1. The staging area for the event will begin on Saturday, June 6, 2026 and will be on the first floor of the I-91 South garage under route 91. The event will utilize the first level with the second level open for parking for other downtown events such as graduations, etc.

2. Hall of Fame Avenue (West Columbus Ave.) will be closed from the Memorial Bridge to State Street for all of Sunday.

3. Hall of Fame Avenue (West Columbus Ave.) will have the right lane closed from State Street to the South End Bridge.

4. East Columbus Avenue will be closed south of Main Street to the I-91 north on-ramp near the south end bridge. Access from the bridge to I-91 north and south will not be impacted.

5. Main Street between State Street and Harrison Ave. / Boland Way will be closed for the day.

6. The I-91 northbound exit ramp to Longhill Street will be closed for the day

For the run portion of the event, runners will be in the right lane of Hall of Fame Ave., then transition to Longhill Street at the intersection of Main St., East and West Columbus Ave. Police will be stationed at that intersection to properly direct runners and drivers to safely traverse through the intersection.

7. Runners will be in the right lane (west side) of Longhill Street and then transition to the east side of Longhill Street at its intersection with Sumner Avenue. Police will be stationed at that intersection to properly direct runners and drivers to safely traverse through the intersection. The right lane on Longhill Street northbound will be closed.

8. The runners will then transition into Forest Park, run within the park, then onto Park Drive, Converse St. (Longmeadow), Porter Lake Drive, then onto Dickenson Street, Trafton Road then into Forest Park----then through the park, and eventually back to Longhill Street at the Washington Blvd. entrance---and back to downtown in the reverse direction.

9. The runners will run in Hall of Fame Ave. to State Street then transition to East Columbus Ave, then to Court Street, where the Finish Line will be located.

10. Court Street will be closed Saturday and Sunday.

11. East Columbus Avenue from State Street to Boland Way will be closed on Sunday.

12. All routes for the bikers / runners will have cones, barrels, barricades, etc. and there will be significant police support along the entire course.

On Tuesday, April 7, 2026, the City Council accepted the annual award of Chapter 90 funds from the State to the City of Springfield in the amount of $5,019,060.65 for Fiscal Year 2027.

The use of the $5 million within the DPW is attached. Also attached is a list of the streets proposed for paving under our Fiscal Year 2027 paving contract that will start in June +/-. The total amount of the contract is proposed to be $6.5 million.
