(413) 736-3111 The DPW consists of one administrative division and six operational divisions.
The operational divisions are: Engineering, Fleet Management, Solid Waste, Storm Drains, Streets Services, and Traffic. Each one of these divisions, through its normal course of business, contributes to the vibrancy of the City. The Engineering division provides project management and construction management services for major city design and construction projects; water resources engineering for EPA Stormwater permit compliance, flood protection, dams and drainage systems; pavement management; right of way permits; and manages the plans of the city’s infrastructure. The Fleet Maintenance division supports the department’s operational divisions, as well as, the City’s motor fleet (excluding the Police and Fire departments) by providing vehicle and equipment safety and emission inspections, repairs and maintenance. The Solid Waste division provides a curbside collection of rubbish, recycling material, yard waste and bulk items to approximately 43,000 residential units in addition to 1,700 small businesses, apartment complexes and condominiums. The Streets Services division is responsible for the repair and maintenance of City’s 1,100 lane miles of roadways and 600 miles of sidewalks, as well as, snow and ice operations. The Storm Drain division maintains an estimated 14,000 catch basins, 5,000 manholes, 325 outfalls, 24 separate drainage basins, and miles of storm drainage pipe of various sizes throughout the City. The Traffic division is responsible for the City’s 200 signalized intersection, 180 miles of pavement markings, regulatory transportation and street name signage.

The US Army Corps of Engineers and Eversource have notified the City of Springfield of a 14-day Public Notice regarding a Section 408 Permit application on Fiel with the USACOR for two Eversource Tranmission Line Replacement Projects.

Please be advised that due to the forecasted weather for this weekend, the FREE Household Hazardous Waste Collection Day schedule for Saturday, September 26, 2026, has been rescheduled to Saturday, October 3, 2026. Appointments taken for this weekend will be honored on October 3, 2026.

MassDOT has notified the City of Springfield that there will be a public hearing at 6:00 pm on Tuesday, September 29, 2026, at the Basketball Hall of Fame, to discuss the design of a full replacement of the North End Bridge between Springfield and West Springfield.

The Department of Public Works Annual Bid for Snow Plowing and Snow Hauling Services is now available from the DPW and the Office of Procurement. A few highlights of the bid:
Incentive "Performance" bonus has been increased again to $1200.
Sign up before November 13, 2026, and receive an additional $30.00 per hour.
Provide your own plow system and receive an additional $22 - $27 per hour based upon plow size.
Base hourly rates have been increased between 10%-20% for various size equipment from the 2025-2026 season.
Attached is the cover page from the bid package and the rate sheet based upon equipment size.

***WEEKEND EVENT NOTICE***
This coming Saturday, September 12, 2026 and Sunday, September 13, 2026, the City of Springfield will host both the "Ride to Remember" and the "Springfield Puerto Rican Parade". The events will disrupt traffic in the downtown area.
The Ride to Remember will kick off early Saturday morning (9/12/26) from Boland Way which will be closed from 6 am to 8:30 am. The riders will be returning into the City of Springfield later in the afternoon to an event at Tower Square.
Impacts due to the Puerto Rican Parade on Sunday the 13th are as follows:
From approximately 9:00 a.m. to 3:00 p.m., Main Street will be closed from the Chicopee city line to Court Street (MassMutual Center).
From approximately 3:00 p.m. to 7:00 p.m., Main Street will be closed from Bridge Street to Boland Way for the Parade after Party.

NOTICE OF WORK ON SUMNER AVENUE!!!!
Please be advised that we have received the following from MassDOT regarding work to occur on Sumner Avenue next week as part of the "X" Reconstruction project. The proposed work will have a significant impact on traffic. The following is the notice received from MassDOT:
Project Construction Update
Lane Closures for Sumner Avenue Paving Starting Monday, September 14
What is Happening?
• The contractor will begin milling and paving operations on Sumner Avenue between Churchill Street and Dickinson Street, and at all adjacent local intersections.
What to Expect?
• Sumner Avenue will be reduced to one lane of traffic in each direction during work hours. Motorists should expect delays, reduce speed, and use caution when traveling through the area.
• The work will require temporary turn restrictions to local streets and on-street parking limitations.
• Access to businesses, residences, and emergency services will be maintained during construction.
• The project team will coordinate directly with affected property owners and businesses as driveway reconstruction activities progress.
• Traffic control measures, including signage and police details, will be in place to guide motorists safely through the work zone.
When is this Work Happening?
• Work is scheduled to begin Monday, September 14, 2026.
• Construction activities are anticipated to occur for up to seven (7) working days.
• Work is scheduled on weekdays, Monday through Friday, from 7:00 a.m. to 3:00 p.m.
• This schedule is subject to change in the event of inclement weather and work hours are typical.

The X - Springfield The Massachusetts Department of Transportation (MassDOT) is working on the reconstruction of Sumner Avenue at Dickinson Street and Belmont Avenue (The “X”) in Springfield, MA.

From time to time, the City of Springfield received notices from the DEP regarding various issues associated with the disposal of waste, recycling, etc.
The latest notices received that are pictured below, show how items can be identified for donation to an entity, and how and what type of plastic bags and wrapping can be recycled.

***ATTENTION RESIDENTS***
On Saturday, August 15, 2026, the City of Springfield is proud to host the 2026 Basketball Hall of Fame Enshrinement Ceremony at Symphony Hall.
Given the extent of the event, certain roadways in downtown will be closed or will have limited access beginning late Friday night through Sunday morning. The attached plans show the proposed traffic management plan for the event.
In general:
Court Street will be closed all day Saturday, August, 15 and possible Sunday morning
Pynchon Street will be closed all day Saturday, August 15
East Columbus Avenue will be closed form 5:00 pm to 10:30 pm on
Saturday, August 15 from State Street to Boland Way
Boland Way will be closed from 6:00 pm to 8:00 pm on Saturday, August 15.

Due to the intense rain this morning (8/3/26) the DPW has determine that there is a partial roadway collapse and culvert failure on North Branch Parkway between Sunrise Terrace and North Brook Road.
That section of roadway will remain closed until further notice.
