At CAS Constructors, the “Rule of Three” helps our crews stay focused throughout the day: identify three personal reasons to work safely, discuss three key risks and take three minutes to reassess when conditions change.

The practice started at CAS and has since been adopted across projects at our parent company, Alberici—a great example of sharing what works across our organization.

CAS Constructors has recently begun work on two new water and wastewater projects.

In partnership with Burns & McDonnell, CAS is advancing the Hillsdale Raw Water Intake project, which will replace the existing intake, improve safety and increase capacity to meet future water demands.

CAS has also started improvements at the Sherwood Wastewater Treatment Plant, including a new belt filter press and chemical feed system.

Both projects build on CAS’ commitment to delivering critical water infrastructure for the communities we serve.

Preconstruction Director Ryan Rutkowski will be speaking at the 2026 KWEA/KsAWWA Annual Joint Water and Wastewater Conference on September 10 at 10:30 a.m.

Alongside Dana Hinderliter of Burns & McDonnell, Ryan will present “So You Built a New WTP, Now What? Successful Project Commissioning a Design-Build,” highlighting key considerations, challenges and lessons learned from bringing a new water treatment plant online.

The City of De Soto, Kansas recently celebrated the opening of its expanded wastewater treatment plant, doubling capacity from 1.3 million to 2.6 million gallons per day.

Delivered by a joint venture of Burns & McDonnell and CAS Constructors, the $40 million expansion supports continued growth in De Soto, including the new Panasonic Energy Corporation of North America EV battery manufacturing facility.
