Pact believes that local communities should lead their own . This is the only way to end aid dependence and ensure lasting impact, and local partners bring contextual expertise and deep community trust that outside actors cannot replicate.

This is why, for decades, has been the cornerstone of Pact’s global mission. In every program we implement, our strategy is built around strengthening the capacity of local experts, nonprofits, civil society groups, systems, and governments so that local institutions are equipped to carry efforts forward after our programs and funding end. We support their transition into direct leadership roles with the goal of making foreign assistance unnecessary in the future.

Each year, Pact measurably improves the performance of hundreds of local organizations, including partner government agencies and ministries. To date, Pact has supported ✨ over 150 organizations globally ✨ in assuming direct management of donor funding – meaning partners move from implementing activities under Pact’s oversight to holding prime awards, managing compliance and reporting, and leading programs independently.

For people living with , the Zambia Integrated Health program made a critical difference.

Under ZIH, led by Pact and funded by the U.S. State Department, HIV services in have been decentralized and brought closer to communities. This has made it significantly easier for clients like Patricia to access medication, counseling, and routine follow-up care at nearby facilities. 🏥 🎯

Capacity Development 08/04/2026

When the Colombian nonprofit organization Corprovid began, its founders knew what they wanted to do. Migrants were flooding into Colombia from Venezuela, and many of them – especially women and children – needed critical support.

But how would the organization make the most impact possible?

Corprovid found the answer with Pact, which provided the organization with critical capacity development support. Corprovid took part in an intensive, strategic strengthening process through which Pact empowered the organization to effectively design, fund, and implement its own initiatives.

Capacity development is a cornerstone of Pact’s work around the world. Whether a health program that is bolstering the local HIV response or an environment program working to build climate-smart livelihoods, Pact works through local organizations, strengthening their ability to make long after Pact exits.

“It was like getting a master’s degree,” said Ana Isabel Muñoz Marquez, Corprovid’s Director. “We had mentors of the highest quality.”

Pact was pleased to be a part of this important conversation about ensuring that ASM works for everyone, especially local communities that depend on this vital livelihood. Thank you to The Fund for Peace for bringing us together.

Please see the summary from our latest HRBRT session, "ASM in Transition: Rights Risks and Corporate Responsibilities in a Changing Landscape – Part II," moderated by Paul F Turner, President and Executive Director, The Fund for Peace, with speakers, Thea Lee, Distinguished Visiting Practitioner, American University School of International Service; James McQuilken, Senior Director, Responsible Mining, Pact; and Marcin Piersiak, Executive Director, Alliance for Responsible Mining.

Building on Part I, which examined the perspectives and responsibilities of extractive companies, Part II shifted the focus to the critical role of governments, civil society, and mining communities in shaping more inclusive, rights-respecting, and sustainable approaches to artisanal and small-scale mining (ASM) formalization.

ASM cannot be understood through simplistic labels of "formal" or "informal." Therefore, the discussion underscored the need to focus on addressing the specific risks and harms associated with mining while advancing integrated approaches that formalize, professionalize, and promote responsible investment in the sector. Realizing ASM's economic potential will require stronger governance, corporate accountability, and meaningful collaboration among governments, industry, civil society, and mining communities.
