Dual enrollment is one of the most effective ways to help more students succeed in college, but access remains uneven across the country.

Our latest report, The Case for Federal Investment in Dual Enrollment, by All4Ed’s Rebeca Shackleford, examines how a targeted federal investment could expand equitable access, reduce college costs, strengthen career pathways, and improve postsecondary outcomes for millions of students.

The report recommends:

✔️ Formula grants to states
✔️ Competitive grants for high-need communities
✔️ Better credit transfer policies
✔️ Stronger student advising and counseling
✔️ Greater accountability and equity

Every student should have the opportunity to earn college credit before graduating high school, regardless of their ZIP code.

All4Ed and Education Advocacy Organizations Urge Department of Education to Withdraw Proposed Grant Regulations | All4Ed 09/24/2026

The U.S. Department of Education submitted a proposal to change the regulations governing how it administers grants.

These proposed changes would make federal education funding less predictable, less transparent, and more vulnerable to political influence.

We submitted a letter, along with a coalition of education advocates and civil rights organizations, requesting that the U.S. Department of Education withdraw its proposed changes to the Education Department General Administrative Regulations.

What happens when a policy aimed at undocumented students creates barriers for children in foster care?

That’s the question at the heart of the second blog in our Ripple Effect series.

A child entering foster care may arrive at a new school with little more than the belongings they can carry. Their birth certificate or other vital records may be inaccessible, held by a previous guardian, or tied up in court files.

Federal law recognizes that children in foster care need to be able to enroll quickly when placements change. But proposals requiring students to provide proof of citizenship or lawful status could create new conflicts and administrative barriers.

The result? A policy intended to target one population could disrupt stability for another.
