City Council January 20, 2026: Mayor Wu asked Gary Janzen why city council was not told back in September 17, 2024, that liquidated damages were being forgiven when they approved 2 change orders for the water plant. His answer, “that’s on me.” Basically (in his opinion) recovering costs in the claim process after the plant goes live (which is supposed to happen in 2027) will be more effective. Too bad this wasn’t part of the discussion BEFORE they voted in 2024. Gary has worked too closely with Ron, Wichita Water Partners, and was part of the free steak dinners when bidding was changed under former Mayor Jeff Longwell. This fact alone should require greater scrutiny of Janzen decisions. Taxpayers would have appreciated this transparency too.
“I know this won’t make entire sense because it doesn’t make entire sense to me,” Janzen told the council.

Wichita Eagle reporter Chance Swaim summarizes the timeline of changes to the $575,000,000 Water Plant. My Kansas Open Records Act request (KORA) to get the most recent Performance Testing Analysis was DENIED. There is no transparency if we taxpayers can’t see what the tests show. City council voted to eliminate $5 Million in penalties at city council meeting September 17, 2024 - only JV Johnston voted no. Wichita graft ‘Pay to play’ has cost us millions.
City of Wichita is under a boil water advisory.
500,000 customers impacted.
Only KDHE can say when water is okay.
All clear.
Why are we taking on operating and security costs for an unfinished and inoperable water plant? KDHE isn’t going to approve until 2027. Warranties end in April. No penalties?

Kris Kobach, Attorney General, denied my KORA Complaint to require the City of Wichita to release the Wichita Water Partners PTA Report. The reason - "Based on the information available to us, it appears that the PTA Report you requested was submitted to city staff in order for city staff to analyze the data contained in the report and make determinations on water quality." So I guess reports on the water quality are not important to taxpayers? THAT IS CRAZY.

Another bad contract that allows Bill Koch’s estate to walk away leaving the building in disrepair. No penalties, no fees. Why does the City allow developers to write these contracts? Why do Wichita taxpayers end up paying? Another legacy of former city manager Robert Layton and ineffective city council members.
City weighs what to do with Wichita Boathouse. One option is razing it On Tuesday, City Manager Dennis Marstall will present three options for the City Council to consider.
