White-Collar Crime 101: Government Database Fraud

Why "just changing a record" can become a federal crime.

Corillo, let's talk about something the FBI - San Juan just put out that sounds boring... until you realize how much damage it can cause.

Government databases are more than computers.

They're official records.

We trust them to determine:

Criminal histories

Court records

Immigration records

Financial records

Licensing

Government benefits

Public safety information

When someone with authorized access intentionally manipulates those records for an improper purpose, it isn't just unethical.

It can be criminal.

What does database fraud look like?

Imagine someone with legitimate access to a government system who:

❌ Deletes records they shouldn't.

❌ Alters information to help themselves or someone else.

❌ Hides evidence.

❌ Accesses records they have no legitimate reason to view.

❌ Uses their credentials to bypass established procedures.

The problem isn't simply using a computer.

The problem is abusing entrusted authority.

Why is this taken so seriously?

Government records are relied upon by courts, investigators, agencies, and the public.

If people lose confidence that official records are accurate...

The entire system suffers.

That's why prosecutors often treat intentional manipulation of government data as more than an IT problem.

Depending on the facts, conduct like this may implicate offenses involving unauthorized access, fraud, obstruction, false statements, destruction or concealment of records, or abuse of official authority. The exact charges depend on what actually occurred and the applicable law.

The bigger lesson

This isn't about technology.

It's about trust.

A badge.

A government login.

A security clearance.

None of those exist to give someone extra power.

They exist because the public expects that power to be exercised responsibly.

When that trust is intentionally abused, the consequences can extend far beyond a single database entry.
