Mosaic Insurance Group was pleased to welcome representatives of the European Bank for Reconstruction and Development (EBRD) to our office for a productive discussion on the future of Environmental Impairment Liability (EIL) insurance in Uzbekistan.
The meeting was led by our CEO, Oybek Khalilov Oybek Khalilov, together with the Mosaic Insurance team. The discussion focused on the practical aspects of introducing an effective environmental liability insurance framework, including policy design, underwriting considerations, market capacity, reinsurance, claims handling, and the regulatory environment.

Mosaic Insurance Group took part in a closed roundtable hosted by with Caroline Vik, Chief Policy Officer at the U.S. International Development Finance Corporation — DFC.
The discussion focused on the role of DFC in supporting investment projects, mobilizing private capital, and helping businesses in Uzbekistan manage and mitigate risk.
Mr. Oybek Khalilov joined the dialogue on behalf of the business community, raising questions around project finance, political and currency risks, and the role of risk management in making large-scale investments more resilient.
Special attention was given to the sectors currently in focus for U.S. development finance institutions: energy, healthcare, critical infrastructure, technology, and critical minerals.
For the insurance market, conversations like this are especially important. Large-scale infrastructure, energy, technology, and healthcare projects require more than financing — they also need a strong risk management framework.
