PR Councillors Answer to Parties, Not Your Block
Local elections combine Ward councillors (who represent your neighborhood) and Proportional Representation (PR) councillors (who represent political parties). Because PR councillors are picked by party bosses, they vote how party headquarters tells them to—not how your community wants.

You Vote for a Face, But Bureaucrats Run the Show
Elections change the politicians on TV, but they don't fire the managers, directors, and technical staff inside municipal offices. The same civil servants run the daily operations and procurement regardless of who wins the vote.

Politicians Get the Job, But Treasury Holds the Wallet
Winning a local election gives a politician a title, but zero power over the bank account. National Treasury controls the real cash flow through strict government grants, meaning a local vote can’t change how much money the city actually gets.
