South Africa’s organised-crime problem is not just a policing issue.
It is an operational risk issue.

Expert evidence presented to the Madlanga Commission on 2 September highlighted the scale of that environment, with the 2025 Global Organized Crime Index ranking South Africa 7th out of 193 countries for overall criminality, with a score of 7.43 out of 10. Dr Mark Shaw, Executive Director of the Global Initiative Against Transnational Organised Crime, told the Commission that South Africa sits within the top 5% of countries globally in respect of criminal markets and criminal actors, as measured by the Index.

Those numbers deserve attention but not sensationalism.

Organised crime does not exist only in dramatic raids, major syndicates or commission hearings, its effects can reach ordinary organisations through:

• extortion and intimidation
• financial crime and fraud
• illicit trade and theft
• cybercrime
• corruption and compromised processes
• violence linked to contested markets and territory

For businesses, schools, churches, NGOs and community organisations, the practical question is:

“How might the criminal environment around us affect our people, operations and decisions?”

Good risk management starts with understanding the environment, identifying relevant indicators and separating genuine warning signs from noise, which requires evidence, context and, importantly, it requires logical and sound judgement.

Technology can help structure information, identify relationships and surface patterns but analysts remain responsible for assessing what the evidence actually supports, because more information does not automatically mean better intelligence.

That is the subject we will unpack tomorrow:

AIS is growing and our website needs to catch up.

We've also been building the systems, methodologies and technology that support that work.

So we're going to be giving the AIS website a proper upgrade.

This will be more than a new look.

The new website will give a much clearer picture of:

• The methodologies behind our work

The aim is simple:

Screening Is Not Distrust. Screening Is Stewardship.

When people hear the word "screening”, there can sometimes be a feeling that it means the organisation does not trust its volunteers.

That is not the purpose.

When an organisation works with children and young people, screening is one practical way of applying responsible safeguards to positions of trust.

But screening is only one layer.

A screening result cannot tell you everything about a person's judgement, conduct, character or suitability for a particular role.

That is why good safeguarding also includes:

✅ Clear boundaries
✅ Appropriate supervision
✅ Conduct expectations
✅ Reporting procedures
✅ Confidential information handling
✅ Good recordkeeping
✅ Ongoing accountability
✅ Regular review

These principles apply to churches, schools, sports clubs, NGOs, youth groups and community organisations.

Good safeguarding should not create a culture of suspicion.

It should create a culture where everyone understands:

What is expected.
What is acceptable.
What is not acceptable.
What to do when something goes wrong.

Clear rules protect children.

They also protect the many good people who give their time to serve them.

Why Does Safeguarding Matter?

If your organisation works with children or young people, safeguarding is not just a policy sitting in a file.

It is part of how you operate.

Churches, schools, sports clubs, NGOs, youth ministries and community organisations all create environments where children interact with adults who have positions of trust.

That trust needs to be protected.

Safeguarding helps organisations put practical measures in place to reduce risk and respond appropriately when concerns arise.
