Regulator of the broadcasting, electronic communications and postal services sectors in South Africa
The Independent Communication Authority of South Africa is a product of statute, the Independent Communication Authority of South Africa Amendment Act of 2000, amended in 2005. ICASA was established in July 2000, as a merger of the telecommunications regulator, the South African Telecommunications Regulatory Authority (SATRA) and the Independent Broadcasting Authority (IBA). The ICASA Amendment Act 2005 also provided for the incorporation of the Postal Regulator into ICASA. The Amendment Act of 2005 also increased ICASA's council complement from seven to nine councillors. The Authority is responsible for regulating the telecommunications, broadcasting and postal industries in the public interest and ensure affordable services of a high quality for all South Africans. The Authority also issues licenses to telecommunications and broadcasting service providers', enforces compliance with rules and regulations, protects consumers from unfair business practices and poor quality services, hears and decides on disputes and complaints brought against licensees and controls and manages the effective use of radio frequency spectrum. ICASA is a Chapter 9 institution (an institution which supports democracy) in terms of the South African Constitution and is a portfolio organisation of the Department of Communications (DoC).

ICASA has published an update on the regulatory notices relating to the proposed market inquiries into the affordability of telecommunications services in South Africa and the impact of OTT services on licensees and the regulatory framework. The previously published notices relating to these inquiries have been withdrawn. The Authority confirms that it still intends to conduct an inquiry into the affordability of telecommunications services in South Africa, as set out in the new notice published on 30 September 2026. The new affordability notice outlines the purpose and process of the inquiry, including consideration of the affordability of telecommunications services and potential regulatory or market interventions.
The notices concerning the impact of OTT services on licensees and the regulatory framework in South Africa have been withdrawn in their entirety, effective from the date of publication of the withdrawal notice.

A total of 348 broadcasting slots per Province have been allocated across broadcasting platforms to contesting political parties and independent candidates for the 2026 Local Government Elections.
The full list of PEB allocations will be available on www.icasa.org.za from 30 September 2026.

ICASA will allocate Political Election Broadcast (PEB) slots on Monday, 28 September 2026 to political parties and independent candidates contesting the 2026 Local Government Elections, scheduled to take place on 4 November 2026.
The allocation follows ICASA’s receipt of the final list of contesting political parties and independent candidates from the Electoral Commission of South Africa. The process will be conducted in accordance with the Municipal Elections Broadcasting Regulations, which provide a framework for the equitable treatment of political parties and independent candidates by broadcasting service licensees during the election period.
Members of the media and interested stakeholders are invited to attend the allocation of PEB slots in person or follow the proceedings online, as follows:

The three-day ITU Regulatory Sandbox Study Tour concludes with a shared focus on what comes next.
Regulators have made a commitment to support a more responsive approach to regulations, while creating an environment that encourages innovation, investment and economic growth.

[Video] As we bring Day 2 of the ITU Regulatory Sandbox Tour to a close, the conversations continue to highlight the value of shared experiences, practical learning and collaboration.
Drawing on the regulatory sandbox journeys of Communications Authority of Kenya and Ofcom, regulators explored how sandboxes can generate evidence to inform future regulation, while also reflecting on the importance of trusted governance and partnerships.
Collaboration across regulatory authorities, including competition regulators, emerged as an important part of navigating increasingly interconnected regulatory environments.
