Public resource management (PRM) monitoring intervention in Zambia. We are an NGO based in Lusaka, Zambia. ACA works, "For the Right to Accountability."

The ACA primarily works in constituencies as opposed to districts and provinces. By adopting the constituency as a microcosm of the nation, we able to target all our efforts at the local level with the aim of drawing lessons that we use to advocate for change in the way public resources are managed nationally.

📢 MANIFESTO WATCH

In its 2021 Manifesto, the UPND committed to undertaking constitutional reforms and expanding the Bill of Rights, key promises aimed at strengthening democracy, protecting freedoms, and enhancing citizen participation.

As the country approaches a new election cycle and attention shifts to the 2026–2031 promises, an important question remains:

✅Will the constitutional reform agenda be completed?
✅Will the expansion of the Bill of Rights be delivered before new promises are made?

Following the recent debate on who voted for the Constitution Amendment Bill No. 7 and who did not, the ACA has filed a request for access to information with the National Assembly of Zambia on how Members of Parliament voted on the Constitution (Amendment) Bill No. 7 during the Third Reading before its passage in December 2025.

Over the next 7 days, the ACA will wait for feedback from the National Assembly of Zambia, as stipulated in the Access to Information Guidelines.

Major laws were signed recently, guests were invited and pictures were taken. But why is there uncertainty surrounding the Public Gatherings Bill? 👀

10/06/2026

Recently, we saw a report on by ZNBC Today that the Zambia Police invoked Section 9 of the Public Gatherings Act in Mazabuka.
We have one question, though. Has the Public Gatherings Bill been signed into law? 👀
